AfCFTA is operational. PAPSS now connects 19 countries across four regions, with over 150 commercial banks on the network. 40% of African adults own a mobile money account. Intra-African trade grew 12.4% in 2024. The rails exist. The connectivity is incomplete.

The gap is not ambition. The gap is coordination — between sectors built to solve their own problems in isolation. Payments knows its problem. Logistics knows its problem. Policy knows its problem.
